|Job Description: ||Pulaski Technical College, Arkansas' largest two-year college seeks qualified applicants for the position of Director of Human Resources and Employee Relations. The Director of Human Resources and Employee Relations, an administrative, annually contracted position, reports to the Vice President for College Advancement and is responsible for all elements of personnel administration pertaining to the employees of Pulaski Technical College. GENERAL RESPONSIBILITIES: Develop, recommend and carry out approved personnel/human resources programs in support of the strategic goals of the college.
? Advise college administration, in conjunction with the Office of the Attorney General, on personnel legal matters concerning the college.
? Review, develop, recommend and maintain college policies and procedures.
? Assure consistency/compliance with state and federal laws and regulations.
? Coordinate and implement programs related to the college's Equal Opportunity and Affirmative Action Program and provide training to staff surrounding diversity initiatives, including the American with Disabilities Act (ADA) compliance initiatives.
? Coordinate preparation of personal services requests in conjunction with the Arkansas Department of Higher Education (ADHE), Office of Personnel Management (OPM) and the Bureaus of Legislative Research Personnel Division (BLR).
? Coordinate new and continuation requests for Higher Education Central Pool Positions and Provisional Positions regarding new and existing grants or unanticipated funds.
? Review and advise HR staff regarding catastrophic leave, workers compensation and Family Medical Leave (FMLA) requests.
? Support and assist the college's vice presidents and managers in addressing employee concerns and provide assistance in resolving complaints and grievances; serve as college grievance officer and coordinates investigations of fraud and abuse.
? Coordinate the administration of salary programs for employees in four distinct categories: 1) academic, 2) administrative and non-classified, 3) classified and 4) hourly (intermittent).
? Assist in planning and carrying out management training programs to support effective leadership and professional growth; plan and direct classified staff training programs for job skills, personal and professional development.
? Coordinate all aspects of recruitment activities for academic, administrative and classified positions, including implementation of strategies to achieve affirmative action and diversity objectives and goals.
? Serve as employee benefits administrator and college representative for the Arkansas Higher Education Insurance Consortium (AHEC).
? Coordinate the development and dissemination of employment contracts for administrative, full-time and adjunct faculty employees.
? Coordinate college leave management system, employee records systems and serve as official custodian of records.
? Ensure appropriate selection, supervision and professional development of Human Resources staff.
? Coordinate updates to college Human Resources (HR) website.
? Serve on Administrative Leadership Team and provide leadership to internal and external committees as designated.
? Perform additional duties as assigned or required.
|Minimum Requirements: ||? Minimum three years? successful experience in human resources
? Experience working for or representing institutions of higher education
? Working knowledge of public sector employee benefits and laws
? Master?s degree or equivalent from an accredited institution
? Minimum three years? management experience
|Preferred Qualifications: ||? JD from an accredited law school
? Human resources certification
? Working knowledge of computing programs and management information system applications that support human resource functions
