Job Description: Pulaski Technical College in North Little Rock, Arkansas, the state's largest two year college is accepting applications for a Grants & Contracts Administrator. The Grants and Contract Administrator reports to the Vice President for Finance. The Grants and Contract Administrator administers the official financial record keeping of grants and contracts, review grant and contract proposals and/or budgets to assure that College policy and state and federal laws are followed; may prepare or assist in preparing financial reports, special reports or other schedules, and interpret rules, regulations, policies and procedures to grant project directors, develops work standards and procedures, organizes and maintains necessary records and files. Knowledge of grant opportunities, procedures, regulations and the ability to motivate and coordinate teams are essential attributes for this position. GENERAL RESPONSIBILITIES: ? Directs and oversees Office of Grants & Contracts review of grant proposals and contracts for internal and external regulatory compliance and appropriateness of proposed budgets. Protects the College by assuring that proposals and awards are in compliance with federal and state guidelines, and institutional policies. ? Interprets rules, regulations, policies and procedures to grant project directors and assist project directors in budget preparation and adjustments. ? Administers the official financial record-keeping of College grants and contracts, determine fiscal requirements and prepare budgetary recommendations, monitor, verify, and reconcile expenditures of budgeted funds to assure transactions are accurately recorded in the general ledger and in compliance with the terms and conditions of various grants and contracts. ? Maintains a complete contract file including copies of the original award documents, modifications, and other associated documents. Monitors the availability of cash. ? May record or supervise the recording of the award transaction for the financial accounting system. ? Monitors the availability of cash and initiates draw downs to minimize the use of College funds to support the program. ? Compiles data and prepares reports, sets forth trends, analyzes progress and makes recommendations or conclusions. ? Financial reports, expenditure information, compliance issues and other relevant actions necessary to make the program/project a success. ? Directs and manages personnel functions including distribution of work assignments, personnel mentoring, performance reviews and disciplinary actions. This also includes managing hiring, promotions, transfers and vacation schedules. ? Performs other duties as assigned.
Minimum Requirements: MINIMUM QUALIFICATIONS: The formal education equivalent of a bachelor's degree in accounting or related field; plus three (3) to five (5) years of related experience. A master?s degree in a related field is preferred. Demonstrated proficiency in word processing and database computer skills. Demonstrated written and oral communication skills.

Familiarity with programs and processes of primary granting agencies, including federal agencies as well as corporate and private sponsors. ? Skill in program development and implementation; including developing project budgets and providing guidance in project management. ? Familiarity with federal and state regulatory and compliance issues affecting colleges. ? Ability to communicate effectively. ? Ability to work with individuals from diverse backgrounds. ? Ability to set priorities and to work comfortably in a fast-paced, deadline driven environment.
