Charles Cervantes, state director of LULAC Arkansas, will be the keynote speaker at Pulaski Technical College's Hispanic Heritage luncheon on Tuesday, Sept. 19. The luncheon will be 12:30-2 p.m. in the Campus Center Grand Hall. Cervantes will speak on the topic "Education and Building Partnerships."
